We assist listed companies’ board of directors on Environmental, Social & Governance (ESG) Reporting in compliance with the Hong Kong Stock Exchange listing rules, based on Materiality, Quantitative, Balance and Consistency. These include environmental key performance indicators (KPIs) upgraded from recommended practice to “Comply or Explain”. Construct & integrate ESG Risk Identification and Assessment mechanisms and internal control systems, for short & long-term sustainability goal.

BUILDING INSPECTION & MAINTENANCE

We are the Buildings Department’s Term Consultant for over 10 Agreements,  including in charge of inspections of over 4,000 existing buildings in drainage during COVID-19, building inspections, investigations, and handling enquires & complaints from owners on behalf of the Buildings Department for statutory orders under the Buildings Ordinance.

• Term Consultancy for Mandatory Building Inspection Scheme & Mandatory Window Inspection Scheme, for whole Hong Kong.
• Term Consultancy for Investigation, Inspection & Supervision for Removal of Unauthorised Building Works, General Building & Drainage Repair under the Buildings Ordinance Section 24, 24AA, 24B, 26, 26A & 28.
• Term Consultancy Services for Inspection on External Drainage System of Private Buildings (thousands of buildings during COVID-19) in Central & Western Districts; Islands & Wan Chai Districts; Kowloon City District; Tai Po District; Sham Shui Po & Tsuen Wan Districts; Kwun Tong & Sai Kung Districts;  (Agreement Nos. 5OJ110 to 5OJ124).
• Term Consultancy Services for Default Inspection under Mandatory Building Inspection Scheme (MBIS) and Mandatory Window Inspection Scheme (MWIS) in Private Properties & Other Related Services (DIC(B&W)2020 in respect of Eastern, Southern and Lantau Island; Sham Shui Po and Yuen Long; Kowloon City, Sai Kung and Kwun Tong (Agreement Nos. 5OH129 to 5OH135).

EXPERT WITNESS

Our managing director Ir Patrick Ng with 40 years’ experience in civil, building, structural & geotechnical engineering. He has worked in the positions as clients, consultants, contractors and subcontractors, with the different contractual considerations.

Ir Ng is uniquely qualified as the statutory agents’ role under the Buildings Ordinance: as AP, RSE, RGE, RI, and Authorised Signatory (AS) for Registered Contractors in Building, Demolition, Foundation, Ground Investigation, & Site Formation. Moreover, Patrick is a Certified Insurance Professional with 10 years in engineering insurance and claims. He is believed to be the only professional in Hong Kong with all the qualifications above, not happen before and likely not in the future.

Ir Ng has good presentation and communication skills, as he acted as the Chairman of PR Committee of HKIE, public consultations, District Council Committees member, and guest lecturer for Master degree course. He is appointed Appeal Tribunal, Buildings Ordinance; and APs’, RSEs’ & RGEs’ Disciplinary Board Panel. He can highlight complex engineering issues in a clear and concise manner for easy understanding by the judge, barrister and solicitor. As an expert witness, he has an overriding duty to help the Court impartially and independently on matters relevant to area of expertise.

E.g. Expert Opinion for a dispute in footbridge defects in Express Rail Link Contract XRL 805, mysterious cracking in new property and as Expert Witness for waterproofing dispute for YMCA Wu Kwai Sha Youth Village.
